BAKU, Azerbaijan, December 23. The method by which we were informed about Armenia's refusal to participate in the trilateral meeting in Moscow raises a question, Russian Foreign Minister Sergei Lavrov said during a press conference with Azerbaijani Foreign Minister Jeyhun Bayramov, held today in Moscow, Trend reports.
"I have already expressed regret that our agreement to hold a meeting in Moscow today was not sustained, and our Armenian colleagues refused to participate. We, like you, learned about this refusal from the press service reports. There were no diplomatic channels used as usual. This is the decision of the Armenian side," he said.
Lavrov noted that, if one one of the parties refuses to participate in the negotiations, it would not end well.
