Russian Black Sea Fleet’s Ships, Returning from Caucasus to Sevastopol, Should Get Permission from Ukrainian Armed Forces General Staff to Cross Border: Ukrainian Foreign Ministry

Ukraine, Kiev, 14 August / corr. Trend Z.Novosvitskiy / Ships of the Russian Black Sea Fleet, which will return to from Caucasus to Sevastopol, should get permission from the General Staff of the Ukrainian Armed Forces to cross the border, Victor Semenov, the Ukrainian Foreign Ministry's Ambassador and deputy chairman of the Ukrainian part of sub-commission on the Russian Black Sea Fleet issues of the Ukrainian-Russian inter-governmental commission, said at a briefing.

"At present, Security and Defence Council of Ukraine(SNBO) came into effect and there are mechanisms of such ships' return. In other word, these ships should enter the Ukrainian territorial water only on the basis of mechanism, which is described with changes in our legislation," Semenov said.

On 13 August, the Ukrainian President Yushenko approved regulations for crossing via Ukrainian State border by the military servicemen, military ships and aircrafts of the Russian Black Sea Fleet, which are on the territory of Ukraine.

Under the regulations, command of the fleet send relevant message through the Ukrainian Marine Forces General Staff to the Ukrainian Armed Forces General Staff for crossing via the Ukrainian border by the Russian Black Sea military ships or aircrafts.

In this message it is important to mention data about presence of such military ships or aircrafts, armament, ammunition and highly explosive substances, military property and transported equipment.

In the case of agreement, the Black Sea Fleet Command will inform the Ukrainian State Border Service's Azov and Black Sea regional organization and the relevant customs bodies of Ukraine within a day.

In the case of non-fulfillment of mentioned demands, the Ukrainian State control bodies will inform urgently the Ukrainian Foreign Ministry and on the behalf of Ukraine can demand military ships and aircrafts of the Black Sea Fleet to immediately leave interior water and territorial sea of Ukraine or its air space.

According to Semenov, if Russia does not agree with changes to the Ukrainian legislation and does not observe it, Russia will be internationally and legally responsible for its consequences.
