The claims relating to the refusal to register representatives of the opposition parties for the municipal elections are irrelevant, the ruling party in Azerbaijan considers. "If the opposition would have enough representatives to nominate for the municipalities, the nominations would be more," Ali Ahmadov, deputy chairman and executive secretary of the ruling New Azerbaijan Party (NAP), briefed the media on Nov. 26.

Some Azerbaijani opposition parties spread information that obstacles are presented in the registration of candidates for membership of the municipalities.

Azerbaijani municipal elections are scheduled for December 23. About 15,682 members are expected to be elected for 1,718 municipalities. Municipal elections were held twice in 1999 and 2004. About 16,020 candidates for municipal members have higher education, 166 people - incomplete higher education, 8,938 - secondary education, 6,737 - special secondary education. About 6,222 candidates are women.

According to Ahmadov, it is unfair to accuse constituencies or other agencies of this issue. "If the opposition parties would have enough people to participate in municipal elections, then they would nominate them. Perhaps, then, the number of registered candidates would be more," said the deputy chairman.

According to him, the same situation was recorded in the municipal elections in 2004. "As known, and then, not having sufficient human resources, the opposition parties nominated a small number of candidates to the municipalities," said Ahmadov.

Separate parties' accusing constituencies is related to their desire to hide their limited human resources, but this strategy is contrary to productive political competition, said the deputy chairman of NAP.
