Azerbaijani Penal Service Consider Impossible to Hold Ventilation in Prisons

К.Zarbaliyeva / "It is difficult to install ventilation system in most prisons and investigation cells of Azerbaijan as they are old fashioned, Mehman Sadikhov, the chief of the Public Relations of the Central Department of the Penal Service at the Azerbaijani Justice Ministry, considers. Sadikhov said that ventilation system would be installed in prisons in the future.

Tomas Hammerberg, the Council of Europe's commissar, has visited a range of prisons and investigation cells within the framework of the visit to Azerbaijan. Hammberg noted absence of ventilation system in Azerbaijani prisons.

Most prisons in Azerbaijan were constructed in the 19th and 20th centuries.

"It is very difficult to install ventilation system in these prisons and investigation cells," Sadikhov said.

New investigation cells are being constructed in Nakhchivan, Shaki and Lankaran regions of Azerbaijan.

There are 17 service term prisons, 1prison, 3 investigation cells, 1 correctional cell, 1 medical institution for prisoners and 14 special medical institutions are functioning in Azerbaijan.
