The European Court's case law has become an integral part of Azerbaijani legislation, head of the Azerbaijani Presidential Administration's Work with Law Enforcement Agencies Department Fuad Alasgarov said at an international conference on effective mechanisms and means of implementing the European Convention on Human Rights this week. The event is devoted to the sixtieth anniversary of the document.
"An analysis of the decisions made by Azerbaijani courts shows that the European court's case law holds a special place in Azerbaijani law enforcement practice," Alasgarov said.
The country has made institutional reforms in legislation in connection with the execution of the European court's initiatives to protect human rights and freedoms in the judiciary system.
"The judicial and legal reforms carried out in Azerbaijan indicate that the country is taking the necessary measures for the full implementation of the convention," Alasgarov said.
Head of Legislative Support and National Human Rights Structures Division and Directorate General of the Council of Europe's Human Rights and Legal Affairs Markus Jaeger said the court received 2,000 cases from Azerbaijan and made a decision in 40 cases.
"The court considers that positive changes are required on the issue of the freedom of the Azerbaijani press," Jaeger said. "There are also problems associated with the enforcement of judicial decisions."
