Azerbaijan unveils list of non-subsidized cities, districts for 2022

The number of self-financing cities in Azerbaijan will reach 66 in 2022, while the number of districts will account for 51, Trend reports on Nov. 9 referring to the draft state budget for next year.

According to the document, Agdash, Agstafa, Fuzuli, Gadabey, Samukh, Shusha, Tartar, Ujar and Zagatala will be among the cities that provide income from their own sources in 2022.

It is planned that the total subsidies for the remaining 15 districts of the country will amount to 37.5 million manats ($22 million), which is 30.9 percent or 16.7 million manats ($9.8 million) more than this year.

Also, it is forecasted that revenues of Azerbaijani districts in 2022 will amount to 630.9 million manats ($371 million), cities - more than 8.189 billion manats ($4.8 billion).

It is noted that revenues by cities and districts in 2022 are provided in the amount of about 8.82 billion manats ($5.2 billion), including the amount related to the budget fund for the purposes determined by the relevant executive authority - 12.5 million manats ($7.3 million), local expenses - 979 million manats ($576 million), part of revenues exceeding local expenditures and related to centralized revenues - almost 7.7 billion manats ($4.5 billion), the upper limit of funds provided for allocation from centralized expenditures to regulate local revenues and expenditures - about 37.5 million manats ($22 million).

In addition, the district divisions of the tax authorities of Azerbaijan in the first six months of 2021 transferred 462.6 million manats ($272 million) to the state budget against the forecast of 388.4 million manats ($228 million), exceeding it by 19.1 percent, or 74.2 million manats ($43.7 million).
