"Azerbaijan intends to develop a 2009-2015 action plan to help protect the rights of disabled people parallel to the Social Charter of the Council of Europe," said head of the International Cooperation Department of Labor and Social Protection Elnur Sultanov on Jan. 6.
"Proposals are being made on the national political scene and a plan is currently being designed," Sultanov said.The plan will envisage methods for protecting the rights of the disabled, integrating them into society, and ensuring their social welfare and gainful employment. The charter is the Council of Europe's most important document protecting human rights, and functions alongside the Convention on Protecting Human Rights and Basic Freedoms.
