Kazakh Agriculture Ministry's strategic plan not comprises constructing grain terminals in Georgia, Iran

A 2009-2011 strategic plan of the Kazakh Agriculture Ministry did not included constructing grain terminals in the Poti (Georgia) and Amirabad (Iran) ports, the Accounts Committee for Control over Execution of the Republican budget told Trend correspondent.

"Construction of grain terminals in the ports of Poti (Georgia) and Amirabad (Iran), to which 301.2 million tenge of budget funds were spent to develop project estimates in 2008, was not included in the Ministry's strategic plan for 2009-2011," the committee reported.

According to the Accounts Committee's estimates, its reason is that a conception of development of agro-industrial complex has not been developed.

"There is not clear interaction between the Agriculture Ministry and KazAgro national holding. Moreover, there is no coordination of actions to implement investment projects. Implementation of investment projects is not monitored and controlled," the committee said.

As a result, the Accounts Committee notes low efficiency of KazAgro National Holding Joint Stock Company's using the budget funds which were allocated in 2008 to develop agro-industrial complex and provide food security.

"The control revealed violations worth 10.9 billion tenge," the committee stressed.

According to the Accounts Committee's estimates, the KazAgro national holding's corporate governance abounds in multi-tier which slows down use of budget funds.

"Funds worth 2.9 billion tenge or 19.4 percent of the total financing which was directed to implement 8 new investment projects in 2008 have not been used in the planned date," the Accounts Committee reported.

The Accounts Committee is the supreme state financial control agency which belongs to the Kazakh president. The committee carries out foreign control and assess fulfillment of the republican budget, using grants, assets of the state, loans guaranteed by the government, money from the sale of government agencies of goods (works, services), remaining at their disposal.
