Azerbaijan considers options to use MW / LW frequency bands

A working group, studying the use of simultaneous audio broadcasting radio frequency networks in the medium and long wave (MW / LW) at the Regional Commonwealth of Communications (RCC), is considering the application of these frequencies in the country, Azerbaijani State Radio Frequencies Administration Chief Engineer Ilham Efendiyev told Trend.

The issue was addressed during the last working group meeting in Minsk held on Dec. 14-17. The Communications and IT Ministry's State Radio Frequencies Administration represented Azerbaijan at the meeting.

Participants discussed the results presented for the first meeting of the working group on the calculations for the options to resolve collisions in accordance with the criterion of the information quality of broadcasting frequencies to 873 kHz, taking into account the information regarding technical characteristics of radio-electronic means.

The participants in the meeting also considered the opportunities and solutions for collisions at frequencies of 171 and 549 kHz for frequency assignment Plan "Geneva-75" .

The working group conducted an analysis of information about unplanned transmission means on the frequencies 171 kHz, 549 kHz, 873 kHz and conditions of electromagnetic compatibility, and prepared preliminary versions of these frequencies in the MW / LW - range.

Efendiyev said on Wednesday that technicians and engineers of the communications administrations of Azerbaijan, Belarus, Moldova, Russia and Ukraine have already identified the primary options for the coordination of the above frequencies.

"We can say that there are certain variants of coordination on the frequencies of 171 and 873 kHz. For example, Belarus and Moldova have expressed their willingness to reduce power transmitters operating at a frequency of 873 kHz at half (up to 500 kilowatts). Nevertheless, even such a significant reduction does not address issues to resolve collisions. The reduction on the 171 kHz frequency resource, which is now used by the administrations for ties between Russia, Belarus and Ukraine, is out of question today, because it is technically impossible, and it can be operated by only one communication administration. With regards to frequency 549 kHz, in this case there is no specific option, since it operates at low power, and causes not so much interference," Efendiyev said.

The transmitter power level for the 549 MHz frequency range has not yet been used, but it was checked with the Azerbaijani State Radio Frequencies Administration. It reached 60 kilowatts. Azerbaijan may reduce the power by 50 kilowatts, Efendiyev said earlier, adding that more power reduction is impractical.
