An off-budget fund will be created under the Uzbek Emergency Situations Ministry with a view to strengthen the material and technical base, as well as to provide material incentives to the employees of the Ministry.

The fund will be created in accordance with the Cabinet of Ministers' decree.

The Fund is not a legal entity. The resolution defines the expenditure items and the sources of their financing.

So, 60 percent of fees for registration (re-registration) and technical inspection of small vessels will be directed for measures to strengthen the material and technical base of the Ministry of Emergency Situations. This will amount to no less than 75 percent of the fund's resources.

Also 60 percent of the amount of fines collected by the Ministry (under the Articles 2041, 119, 132 of the Code of Administrative Liability) will be spent on representational activities, including meetings of foreign delegations, transport services, attraction of translators, etc.

15 percent of the profits of off-budget funds for the development of territorial departments, structural subdivisions and subordinate organizations of the Ministrywill be directed to organisation of sports competitions and cultural events, activities to attract foreign specialists, as well as to upgrade the skills of the ministry's staff.

Also, the document stiplates provision of donations to individuals and legal entities, including non-residents. The funds will be spent on material incentives in the form of monthly bonuses for the ministry's employees.
