Despite that in its package of proposals to the West, Iran stated that the nuclear program is not topic of discussions, Turkey has the potential to mediate between Tehran and the permanent members of UN Security Council.

EU High Commissioner for Common Foreign and Security Policy Javier Solana stated on Sept. 15 that the discussions between Iran and 5+1 countries (five permanent members of UN Security Council + Germany) on Tehran's nuclear program is likely to be held in Turkey and will begin on October 1.

Turkey has a positive image in the international community, and therefore, it has the potential for mediation, said the secretary of the organization on protection of national interests of Iran Said Yari.
"Iran has not yet reacted to the mediation of Turkey. In addition to Solana's statement, two days ago, during his visit to Tehran, Foreign Minister of Turkey said that Ankara was ready to mediate between Iran and the West," Yari told Trend by telephone from Tehran.

EU High Commissioner for Common Foreign and Security Policy Javier Solana stated that the discussions between Iran and the countries of the Six on Tehran's nuclear program will begin on October 1 in Turkey.

Up to now, the five permanent members of UN Security Council and Germany (5 +1 country) have twice presented to Iran a package of proposals. The West is concerned over Iran's nuclear program. In order to begin negotiations with the countries of "5 +1", Obama has given Iran time until the end of September. Otherwise, new economic and political sanctions will me adopted against Tehran.

The UN Security Council adopted five resolutions on Iran, three of which imposing sanctions.
According to Yari, if there is disagreement between the sides, the third country assumes a mission of mediator and certain results are achieved. But in the package presented to the 5 +1 countries, Iran officially stated that the nuclear program is not a topic of discussions.

"Probably the first stage of the discussions will be held at the UN, but that continuing discussions will take place in Turkey, since Iran and the West agree that Turkey remains neutral in this matter," said the secretary of the organization on protection of national interests of Iran.

Regarding the discussion on nuclear program, Yari said that there is no probability of resolving the issue by discussion. The West has considered Iran's package of proposals, and if to continue discussions in this direction, then many problems will be solved.

Last week, Iranian Foreign Minister Manouchehr Mottaki said that Iran submitted to 5+1 countries a package of proposals. Iran's nuclear program was not included in the items of suggestions.
