Following the talks in Minsk, an agreement on ceasefire from 00:00 (UTC/GMT +4 hours) on February 15 was reached, Russian President Vladimir Putin said, RIA Novosti reported.
President Putin also said that following the Norman Quartet meeting, which lasted about 16 hours, the contact group's document on measures aimed at the implementation of the Minsk agreements was signed.
President Putin said that in Minsk, he also agreed with his Ukrainian counterpart to instruct military experts to assess the situation in Debaltsevo.
