The parliamentary elections in Azerbaijan must be open, EU Special Representative for South Caucasus Peter Semneby said.
"Elections must be open. A free access of candidates to the electronic media, public television is required. Public meetings and rallies should be conducted," Semneby said at a press conference following his visit to Azerbaijan.
The parliamentary elections in Azerbaijan are scheduled for early November.
