Authorised economic operators in Azerbaijan to speed up customs clearance

The State Customs Committee (SCC) has prepared a draft of regulations for granting the status of authorised economic operators, SCC chairman Aydin Aliyev told Trend on Friday.

He said after these regulations come into force, granting this status and institutional development of this type of activity in the country is expected.

"This type of activity is already used in the world. Authorised economic operators play a significant role in facilitating international trade and ensuring its security. Legal basis for their work in Azerbaijan was reflected in the new Customs Code, which entered into force on January 1, 2012.A project entitled 'Rules of granting, suspension and elimination of the status of authorised economic operator' was developed for the practical application of standards specified in the Customs Code," Aliyev said.

He said the difference between authorised economic operators of customs brokers is that during control and customs clearance carried out by the relevant agencies certain simplified forms are used for operators.

"It also includes the use of simplified declarations including provision of goods to customs authorities and their simplified check, as well as providing benefits to goods sent by the operator during customs clearance. Economic efficiency in the mechanism of authorised economic operators lies in the fact that under control and responsibility of the operators loading, unloading and transportation of goods is carried out without additional checks. This in turn leads to a significant reduction in the time required for customs clearance, "Aliyev said.
