Turkmenistan to allocate land plots to JSCs and farmers for long-term use

President of Turkmenistan Gurbanguly Berdimuhamedov has signed a resolution "on further improvement of reforms in the agricultural sector".

According to the document, it will be possible to allocate to joint-stock companies of Turkmenistan, peasant associations, other legal entities and citizens (hereinafter - manufacturers) the land plots from the established special agricultural land fund for the use for a period of up to 99 years. For these purposes, it has been planned to establish a special land fund for agricultural purposes from the available arable lands for cultivation of harvests of wheat, cotton and other crops that are subject to the delivery to the state.

The land plots shall be allocated to manufacturers from the special agricultural land fund on the terms of the complete performance of the plan for a common land plot: according to the contractual terms at least 70 percent of the land plot should be sown with wheat, cotton and other crops for delivery to the state. The manufacturers can either keep the surplus products grown in accordance with the government order in excess of the contractual obligations on land plots allocated to manufacturers from the special agricultural land fund in accordance with the legislation of Turkmenistan, or deliver them to the state at the procurement price approved by the government.

In addition, with the aim to increase the yield of cultivated crops in the country and encourage the manufacturers, starting from the harvest gathered in 2019, it has been planned to increase procurement price for wheat and cotton and the services on the cultivation of these crops approved by the government.

The resolution provides for the creation of the necessary conditions for the manufacturers to build processing enterprises and place the goods produced there at the domestic and foreign markets. The document also provides for the allocation of bank loans to manufacturers for the purchase of agricultural machinery.

It has been planned to produce 1.6 million tons of grain and 1,050 million tons of cotton in Turkmenistan this year. Traditionally, about 760,000 hectares of land are allocated for grain, 545,000 hectares - for cotton.
