Central Bank of Azerbaijan opens tender for insurance of fixed assets

The Central Bank of Azerbaijan has announced an open tender for insurance of fixed assets and cash in accordance with the Law of Azerbaijan "on Public Procurement".

The tender procedure will take place on December 22, 2021, at 15:00 (GMT+4) in the administrative building of the Central Bank of Azerbaijan (Baku, R. Behbutov street, 90).

A tender participant can be an insurance company that has a license for insurance activities in accordance with the legislation of Azerbaijan, has received official consent to carry out the relevant types of insurance, and is included in the register of participating insurers of the Compulsory Insurance Bureau.

The required capital of a tender participant must be at least 5,000,000 manats ($2.9 million), required for insurance activities, except for life insurance.

To participate in the tender, participants must submit the following documents:

- application for participation in the tender;

- notarized copies of legal documents reflecting the legal status of the bidder (charter, certificate of state registration or an extract from the state register of legal entities), bank details;

- a copy of a special agreement (license) issued to a tender participant for insurance activities in the Republic of Azerbaijan and an agreement on property insurance, including money from fire and other risks, insurance of risks of transportation of cash;

- information confirming the acceptance of the risk by reinsurers with a rating defined in the set of basic conditions of the tender.

When reinsurance is carried out by a foreign reinsurance company, then this company must be included in the relevant register of the Central Bank (even if the reinsurance is carried out through a foreign insurance broker);

- a document confirming the authorized person to sign the tender proposal and the purchase agreement;

- certificate from the bank about payment for participation in the tender;

- two copies (original and copy) of the tender proposal in the Azerbaijani language (the tender proposal must be valid until February 8, 2022);

- bank guarantee in the amount of one percent of the tender offer price (in the form of a bank guarantee attached to the main conditions of the tender);

- certificate from the bank about the financial condition for the last year;

- certificate from the relevant state body on the absence of overdue obligations for taxes and other obligatory payments in Azerbaijan, as well as on the failure to fulfill the obligations established by the Tax Code of Azerbaijan during the last year (excluding the suspension period);

- other information is required by the qualifications of the participant in the set of the Basic Conditions of the Competition.

A tender participant must submit the tender proposal and the bank guarantee of the tender proposal in a sealed, signed, written double envelope no later than 17:30 (GMT+4) on December 21, 2021, and other necessary documents - in a sealed, signed, written double envelope no later than 17:30 (GMT+4) on December 13, 2021, to the coordinator of the tender commission in the administrative building of the Central Bank, located at the address - Baku, R. Behbudov street, 90.

Envelopes and documents submitted after the specified deadline will be returned unopened, a tender participant will not be allowed to participate in the tender.

Tender participants must transfer 100 manats ($58.85) to the account of the Central Bank for participation in the tender.

The participation fee is non-refundable.

Insurance services will be provided from January 1, 2022.

The term for the provision of insurance services - one year.

Insurance companies wishing to participate can receive a set of Basic Tender Conditions from the Commission Coordinator in the administrative building of the Central Bank, located at the address Baku, R. Behbudov street, 90, presenting a bank statement on payment of the participation fee.
