Public budget of Azerbaijan (January-September 2016)

The Azerbaijani state budget decreased the deficit as of September.

Azerbaijan’s state budget revenues reached 10.103 billion manat, while expenses – 10.622 billion manat in January-September 2016, the country’s State Statistics Committee said citing the finance ministry.

As a result, the state budget deficit was estimated at 59.1 million manat or 1.2 percent of GDP. For comparison, as of September 1, the index was 1.067 billion manat or 2.8 percent of GDP.

GDP was estimated at 43.436 billion manat in January-September.

The law on state budget for 2016 envisages the revenues worth 16.822 billion manat, expenses worth 18.495 billion manat and deficit not exceeding 1.673 billion manat for the entire year.

The income obtained through the country’s Ministry of Taxes amounted to 4.926 billion manat, which is 0.2 percent more than the forecast. Most of revenues - 78 percent or 3.844 billion manat accounted for those from non-oil sector, which is 10.8 percentage points more than in the nine months of 2015.

Azerbaijan’s State Customs Committee transferred 1.654 billion manat to the state budget in January-September 2016 or by 25.6 percent more than the forecast.

The income obtained through the country’s State Customs Committee increased by 47.1 percent or 529.6 million manat in January-September 2016 compared to January-September 2015.

The Azerbaijani State Oil Fund transferred 3.26 billion manat to the state budget, which is 42.1 percent less than the forecast.

Some 4.514 billion manat or 42.5 percent of the state budget expenses were directed to social spheres (the payroll, pensions, allowances, food and medical expenses) in January-September 2016, which is by 9.9 percent or 406.6 million manat more than in January-September 2015.

Some 212.8 million manat were allocated for the construction and reconstruction of facilities in the fields of science, education, health, culture, sports and others. Some 1.152 billion manat were allocated for the construction of infrastructure in the fields of energy, water and gas supply, transportation, utilities and land reclamation. Some 29 million manat were allocated for financing investment projects in the Nakhchivan Autonomous Republic.
