Russian credit for Kyrgyzstan not to be embezzled: Minister of Finance

Kyrkyzstan, Bishkek, Feb. 5 /corr. Trend A.Tiniyev / "We do not intend to establish feast during plague, when we obtain two billion dollars," said on Feb. 5 the Minister of Finance of Kyrgyzstan, Marat Sultanov, who participated in the Russian-Kirghiz talks in Moscow on Feb. 3-4, where was solved the question on allocation of a huge credit for Bishkek. Answer was searched for the question on how the safety and effective spending of these funds will be ensured.

"Major part of the credit [$1.7 billion] will be directed towards building hydroelectric power station over the Narin River, and the control on its correct spending will be made by the two partners - INTER RAO UES and Electricity Stations JSC, said the Minister.

Investments have been provided on the conditions of equal participation of the two countries, and they will be represented by INTER RAO UES and Electricity Stations JSC. Due to this, Kyrgyzstan is exempt from providing state guarantees.

With regards to the other part of the funds, Sultanov said: "Yet we have not decided where to direct $300 million of long-term and privilege credit, and also $150 million provided as grant form. Especially these monies will enter the government accounts not earlier than April".

High-ranking officials said that these funds will go for financing socially significant programs.

"For the first time, our country obtains so many monies in absence of ready expenditure address. This means that the Russian leadership trusts on us. But look, how much false rumors this already caused. I promise that all funds will be under firm control, and not only of the Ministry of Finance!," Sultanov said.
