Azerbaijan, Baku / corr Trend I.Alizade / Faud Alasgarov, the Head of the Department on Law-Enforcement Affairs of the Azerbaijani President's Executive Power, stated on 8 May that the current format of election commissions is quite acceptable. He noted that talks held with international organizations for the improvement of the Election Code will be continued.
Touching upon the Law on Defamation Alasgarov said that Azerbaijani legislation specifies criminal responsibility for slander and assault and institution of civil suit. In accordance with the Criminal Code, a lawsuit in this area can be filed not by public order, but in accordance with a special suit filed by the victim. The government cannot interfere into these affairs. In such cases every person acts as plaintiff at the court. In most European countries they use criminal responsibility and institution of a civil suit for slander and assault. Azerbaijan uses the experience of European countries. The adoption of the Law on Defamation is linked to this factor.
In reply to the question on complaints on the activities of law-enforcement bodies in Azerbaijan the Head of the Department said that day by day the activities of law-enforcement bodies are improving. New technology is applied and serious work is done for the establishment of the Court of Appeals and Economic courts in the regions.
