Kazakhstan discloses plans to repair heat supply networks in 2024

ASTANA, Kazakhstan, May 10. Kazakhstan aims to rehabilitate 221 km of heat delivery networks in 2024 using all available funds, said Minister of Industry and Construction Kanat Sharlapaev during a government meeting, Trend reports.

"Heating networks will be repaired 221 km this year using all financing sources. This purpose receives 128 billion tenge (about $291 million), including 72.3 billion from the republican budget, 39 billion from local budgets, and 17 billion from natural monopoly investment programs," he said.

The minister added that 162 billion tenge ($368 million) is needed to rehabilitate 233 kilometers of heat supply networks: Complete 14 begun projects with 43 billion tenge ($97.7 million); execute 70 new projects with 119 billion ($270.5 million).

"We are discussing assigning government reserve funds to Ulytau, Akmola, East Kazakhstan, West Kazakhstan, and Pavlodar with the Ministry of Finance. I should also mention that the Ministry has selected 12 "red zone" cities with high heating network wear. The average heating network wear and tear in these cities was 73 percent by 2023," Sharlapaev said.

Sharlapaev said 33 billion tenge ($75 million) was funded to rehabilitate 47.2 km of heating networks in 12 essential cities to ensure a seamless heating season.

"Additionally, modernizing 90 kilometers of heating networks requires 46 billion tenge," he added.

To note, Heat supply networks span 13,000 kilometers. The goal is to reduce heating network wear to 43 percent by 2030. To meet this indication, 350 km of heating networks must be repaired annually, costing around 250 billion tenge ($568 million).

In addition, in 2023, 336 km of heat supply networks were modernized using all sources of financing.
