The rules of evaluation of state civil servants will be approved shortly, chairman of the Civil Service Commission under the President of Azerbaijan Bahram Khalilov told Trend .
"The Commission appealed to all state agencies so that they have identified their needs. It means that the state agency will provide us with information on how many civil servants need to improve the professionalism. Once this process is completed, the collected materials will be compiled by Commission," Khalilov said.
This process will be completed before the end of the year, he added.
"The Cabinet of Ministers has approved the "Regulation of financial security and types, forms, timing of additional vocational education of a public servant." These regulations come into force in 2010. Prior to that time, the Commission wants to collect these materials. The number of civil servants and those who need to raise professional standards should be determined, and therefore will make an order," Khalilov said.
The criteria of evaluation depend on the position that a servant is occupying.
"The quality of civil servants, the term for which he performs it, knowledge, team communication, leadership and etc will be evaluated first," Khalilov said.
However, the results of evaluation do not give ground to remove a servant from his position. The evaluation will evaluate the professionalism of civil servants.
"The evaluation contributes to eliminate weaknesses in civil service. The activities of civil servants can be terminated as a result of certification. I believe that there is no need to qualify those who joined the civil service through competition. Those should be evaluated, if after three years there is a need to improve in the position of civil servants. Certification can be carried out among the candidates for positions in the civil service prior to the competition," Khalilov said.
