Accounting Chamber of Azerbaijan Increases Number of Audit Inspections in 2008

Azerbaijan, Baku, 14 April /corr. Trend I.Khalilova / The Accounting Chamber (AC) of Azerbaijan plans to hold 34 audit inspections in 2008, said the AC First Deputy Chairman, Abbas Allahverdiyev.

Determining the directions of the inspections found its reflection in the plan which will be selected as a result of analytical work. The number of State enterprises where inspections will be held this year will be expanded as a result of the monitoring. The AC team has already been directed to Absheron district to analyze the use of public investments.

Along with the inspections, the AC will also hold analytical work. Of 34 analytical researches, 20 were held last year. However, the plan for audit inspections was fully implemented (three inspections were held).

Allahverdiyev explained the cut in the number of inspections through the re-establishment of AC structures and the introduction of new information technologies. As a result of the changes, the departments of internal and external audit control were divided.

In 2007 an audit was held on Aztelekom Production Unit, State Pedagogic University and Agrolizing JSC. The inspection showed the necessity to improve the accounting system. Violations in registering profits were revealed from international traffic and implementing tax operations. As a result of the audit, Aztelekom transferred AZN 3mln to the Public budget.

The audit on Agrolizing was held according to the agrarian commission of Azerbaijan Parliament. The audit indicated that in general the Presidential order to provide support to agricultural producers was fully implemented.

According to Allahverdiyev, there were violations in Agrolizing regarding regulations in acquiring and maintaining agricultural equipment.

The audit on Pedagogic University showed an excess of AZN 32,000 in the estimate of expenses on capital repair and this amount has already been re-paid to the Public budget.
