Uzbekistan looks to set differential approach to calculating salaries, pensions, fines

A new decree of the Uzbek President proposes to establish a differentiated approach to determining the size of salaries, pensions, fines, fees and other payments with the removal of peg to the minimum wage, Trend reports via Uzbek media.

For this approach’s implementation, the following calculated figures are introduced with different sizes and individual fields of application, Trend reports via Uzbek media.

The minimum wage- 577,170 soums - is set in absolute amount and at the same time is the numerical value of the monthly tariff rate of the first Single Tariff Scale category with a tariff coefficient of 1.0. It is used in the field of labor relations to determine: the amount of official salary, allowances, supplements, fees, compensation payments for additional work, food, travel and other types of incentive payments; marginal amounts used in the calculation of wages and deductions established by law, and other payments dependent on the size of wages.

All types of allowances, additional payments and other payments are recalculated with the preservation of the sum values of these payments. The minimum wage is compulsory for all employers, regardless of the form of ownership and labor relations, as the lower limit of the remuneration of employees who have fully complied with the established labor standards.

The base calculated amount - 202,730 soums - is used: to determine the amount of taxes, fees, fines, state fees, scholarships and other payments for the services provided by the state; in determining the need for families in social support; as basic values ​​in determining the value of a patent, license and other payments for engaging in a particular type of business activity; the size of statutory and other funds (capital) of organizations, the value of non-cash paid shares, other securities, the book value of assets of companies, the maximum amount of microcredits and leasing, as well as other financial and economic indicators.

The estimated pension indicator - 202,730 soums - is used to calculate pensions, allowances, supplements and compensations used in the field of pension and social security, as well as relations on labor injury.

The Single Tariff Scale will have to review and establish the size of certain types of benefits, compensation and payments in absolute terms. The revision of the procedure for determining minimum wage, the refusal to link tax and other payments to the size of minimum wage is provided for by the State Program for 2019.

From January 1, 2019, fixed benefit amounts have been introduced for families with children under the age of 14, child care for children under 2 years of age, financial assistance to low-income families, one-time material assistance to families in need in Karakalpakstan and Khorezm region.

The project can be changed, supplemented or rejected.
