Communication ministry designs plan to develop e-trade in Azerbaijan

Azerbaijan, Baku, Dec. 23 / Trend , S. Babayeva/ Azerbaijani Ministry of Communication and Informational Technologies together with the Ministry of Economic Development designed an action plan to develop e-trade in the country, the Communication Ministry said.

"The document envisages stimulation and development of e-trade for next years," the Ministry said.

The action plan includes study and application in the country of international experience in this sphere, development of a package of proposals together with adequate organizations to develop this branch, the office said.

Researches carried out by the Azerbaijani Ministry of Communication revealed a great potential of e-trade development in the country. Producers are interested in development of e-trade in the country, but most of e-shops work off-line and are located in Baku. Moreover, most of them are of advertisement character. Sale catalogues includes household appliances, accessories for mobile phones, computer equipment and office accessories.

In spite of country's great e-trade potential, the percentage of those who use e-trade services is very low due to lack of conditions to use e-signature, e-banks, poor legislative basis, lack of computers among the population, computer illiteracy, few companies and specialists providing qualitative software, the Ministry said.

Azerbaijan's e-trade turnover may exceed $300mln by 2011, according to experts' estimation.

The first internet payment system - GoldenPay, developed by Silverkey company's representation in Azerbaijan, was presented in the country in early December.

Azerbaijan Republic's Law on E-trade was approved by President Ilham Aliyev in May 2005.
