The project "Development of local government" within the United Nations Development Program (UNDP) gradually enlarges its activities to enhance the capacity of local governments (Gengeshi) in Turkmenistan, UNDP's press release said.
Two more districts of Dashoguz velayat (region) - Gerogly and Kunyaurgench were included in the list of pilot areas covered by the project. Henceforth, there will be a series of trainings. The project "Development of local government" was launched in 2007. This project is carried out in conjunction with the Majlis (Parliament) of Turkmenistan. The project aims at improving the quality of services provided at the local level, by strengthening the capacity of local governments and improving the legal and political environment.
Recently Parliament of Turkmenistan appointed the election of members of the Gengeshi - representative bodies of people's power in urban districts, towns on July 26, 2009. The term of office of members of the Gengeshi is three years. In accordance with the Constitution, the election will be conducted on a competitive basis, through universal, equal and direct suffrage by secret ballot - to single-member constituencies. One member is elected from each district.
Under the power set forth in the Constitution of Turkmenistan, Gengeshi determine main directions of economic, social and cultural development of their territories, measures for the rational use of natural resources and protect the environment and solve other issues.
Two-day training took place in Gerogly with participation members of the National Parliament, responsible persons and representatives of local communities. The seminar discussed the main functions and powers of Gengeshi in the context of the legislation of Turkmenistan and international experience, management structure, legal framework and procedures of Gengeshi, develop work plans, etc.
"We can say that local governments have shown increasing interest in strengthening the capacity of local governments, as more and more consolidated understanding that Gengeshi are one of the key links in the whole management system in Turkmenistan", said the coach of UNDP Galina Kalagina.
