Azerbaijan has made changes to procedures for issuing visas to foreigners and stateless persons entering the country.

The changes are made in accordance with Azerbaijani President's decree, the country's Foreign Ministry's website reported.

According to the decree, foreigners and stateless persons may apply directly to the Azerbaijani Foreign Ministry to obtain visas in the following cases:

- in the cases mentioned in the interstate and intergovernmental agreements;

- when arriving in the country upon the invitation of the Azerbaijani President, Prime Minister, Speaker of Parliament, as well as the head of the Azerbaijani Presidential Administration, Nakhchivan Autonomous Republic Supreme Council's Chairman;

- upon invitation of the Constitutional Court Chairman, Prosecutor General, Ombudsman, the CEC Chairman.

By the Azerbaijani President's decree, the decision of the Cabinet of Ministers dated February 23, 2010 "On the Rules for the appeal of foreigners and stateless persons to obtain visas to the Azerbaijani Foreign Ministry" is regarded as invalid.

By the presidential decree, the Cabinet of Ministers is instructed within a month to ensure the unification of legal acts of the Government and the relevant executive authorities to this decree, and report to the President.

Azerbaijani Foreign Ministry is instructed to inform the relevant authorities of foreign countries about the changes.

The decree came into force Oct.15 2010.
