Committee: ‘Green corridor’ on border with China applies only to Kazakh companies

The 'Green Corridor' project on the Kazakh-Chinese border doesn't apply to Russian and Belarusian companies and is effective only with regard to Kazakhstan, Deputy Chairman of the Customs Control Committee of Kazakhstan's Ministry of Finance Amaniyaz Erzhanov said at a press conference in Astana on Dec.10.

"The 'Green Corridor' project on the Kazakh-Chinese border doesn't apply to companies from other countries of the Customs Union. It is only valid for Kazakh firms. The Customs Union does not envisage such benefits for companies from the other two countries since there is a principle of residence there," Erzhanov said.

A similar situation is being observed in other countries of the Customs Union according to Erzhanov. In particular, there are no benefits for transit cargoes of Kazakh companies at the Belarusian border.

Erzhanov recalled that the 'Green Corridor' project was introduced by the customs authorities of Kazakhstan jointly with interested government agencies, as goods with a potentially high level of risk prevail in the structure and volume of cargo imported from China.

The essence of the 'Green Corridor' project is to provide a law-abiding participants in foreign economic trading with the opportunity to promptly and within 100 minutes, move their goods through border checkpoints, to deliver them to the customs authority of destination as quickly as possible and to carry out the customs clearance of cargo within a day.

"There wasn't any registered Russian or Belarusian company breaching the customs requirements of Kazakhstan within the 'Beket' operation. We do not have information about how many Russian or Belarusian companies with goods from China cross the Kazakh-Chinese border," the deputy head of the committee said.

Russian companies' cargo from China goes through the Kazakh-Chinese border through Kazakhstan's territory with transit, according to Erzhanov.

"Almost all companies from Russia constitute the majority and companies from Belarus constitute the minority. However all of them are transformed into Kazakh companies and pay customs duties as companies of Kazakhstan," Erzhanov added.
