Uzbekistan takes measures to develop int'l cargo transportation

Tax and customs privileges have been granted to transport and logistics companies of Uzbekistan in accordance with the presidential decree "On measures to improve transport infrastructure and diversify foreign trade routes for cargo transportation for 2018-2012".

The document reads that projects in the field of rail and air transport totaling more than $1.58 billion were implemented within the framework of the program on development and modernization of the engineering, communication and road transport infrastructure of Uzbekistan for 2015-2019.

However, at present, the existing transit potential of Uzbekistan is not fully realized. The attraction of additional transit traffic is constrained by the established inflexible transit and tariff policy.

In this regard, the Integrated Program for the improvement of transport infrastructure and the diversification of foreign trade routes for the carriage of goods was approved.

Under the program, national road transport enterprises, engaged in international road transport and transport-logistics companies received a number of tax and customs privileges.

So, before Jan.1, 2022, they are exempt from paying taxes: value-added, property, land tax.

The funds should be directed to the expansion of vehicle fleet, the modernization of production facilities, the creation of modern warehouse terminals and the repayment of bank loans.

For the same period, the above-mentioned business entities are exempted from customs payments (except for customs clearance fees) for imported warehouse equipment, loading and unloading equipment, units, spare parts and other goods not produced in Uzbekistan, intended for transport and logistics services, according to the lists , approved in accordance with the established procedure.

Furthermore, banks are recommended to allocate loans for the purchase of vehicles, special equipment for the transport and storage of goods, since the release of which passed no more than three years, as well as other goods intended for transport and logistics services.

The interest rate on these loans should not exceed the refinancing rate of the Central Bank of Uzbekistan, the grace period will be up to one year.

At the same time, vehicles, since the production of which passed no more than three years, will be accepted as collateral for these loans at the one hundred percent cost specified in the contract.

Banks will also allocate funds for leasing companies (at the refinancing rate of the Central Bank) to finance transactions for the acquisition of modern cargo vehicles and trailers of domestic and foreign production.

The decision came into force on December 4 this year.
