Trend I.Khalilova / The Minister of Economic Development of Azerbaijan, Heydar Babayev , said that by the end of 2007, possibly the principle of 'one window' (unified registration body) will be applied and it will provide an opportunity to carry out the whole registration process in one body.
According to the Minister, presently there are no special differences on this issue between the departments. "The main matter is which department will be selected to carry out this principle, but unambiguously it will not be the Ministry of Economic Development. Presently a number of variants are being considered, including the Ministry of Justice, but the concluding decision and most expedient selection will be made by the President of Azerbaijan," the Minister said.
Babayev considers the amendments to the legal registration of business and establishment of the principle of 'one window' will unambiguously affect the improvement of Azerbaijan's rating in the World Bank's Doing Business report.
The author of the report, Semion Dyankov , who recently arrived in Azerbaijan, positively assessed the measures taken by the Government.
"The new steps are to further improve the conditions for business in Azerbaijan. They also include reforms of the housing-communal economy. We will always work on the reforms," Babayev said.
As a result of the application of 'one window' principle, it is intended to decrease the registration period from the current 53 days to 10-15 days. According to the international practice, opening of the banking account and notary registration should be implemented within one day.
Azerbaijan took the 100th place in 2006 and 99th in 2007 in the report on ratings of countries for favorable business climate.
