Cost of Azerbaijan's second combined-cycle power plant falls by 20 percent

Construction of the second combined-cycle power plant at the Shimal thermal power station is expected to be launched in early 2011, JSC "Azerenergy" Head Etibar Pirverdiyev said at thte press conference.

He said the project is estimated at nearly $ 360 million compared to $450 million estimated previously. The project cost cheapened even given the fact that cooling units, water desalination plants to supply sea water will be reconstructed at the first combined-cycle plant and built at the second one, and a substation for both plants will be built.

The negotiations with the Japanese Mitsui Heavy Industries, which together with Mitsubishi was one of the main building contractors of the first 400-megavatnoy installation Shimal, Pirverdiyev said.

The companies Mitsui, Siemens and Alstom will supply the equipment.

The second combined-cycle power plant was expected to be commissioned in 2009. However, the project was stopped due to failure of the tenders. The feasibility study was prepared in 2004 by an alliance of consulting companies TEPSCO (Japan)-Enprima (Finland). The tender was declared on the design of four 220-kilovolt transmission lines and substations 220/110, procurement, construction and installation work, testing, commissioning.
