Kyrgyz public activists demand inquiry into ex-vice-PM activity

Human rights advocates of Kyrgyzstan again demand inquiry into activity of former vice-Prime Minister Uktomkhan Abdullaeva, news agency "24.kg" reported.

International center Interbilim and public association Erkin Gezit addressed "a letter of concern" to members the Parliament.

Leaders of civil society are puzzled why "Parliament does not respond to repeated appeals of non-governmental organizations to provide parliamentary investigation into the activities of Uktomkhan Abdullaeva."

Recall, on December 2, 2010, Precedent Partner Group stated that it suspected Uktomkhan Abdullaeva of corruption and relation to Central Agency for Poverty Reduction. Allegedly, Ministry of Labour and Social Development non-transparently used Agency's funds. Later, a number of NGO turned to leaders of parliamentary factions, asking them to hold deputy inquiry into activity of the public servant.

NGO reminded about failure of Kyrgyzstan's application at 9th round negotiations with Global Fund to Fight AIDS "because of non-transparent selection procedures of the main recipient, provided under control of vice-Prime Minister Uktomkhan Abdullaeva."

NGO stated that "Uktomkhan Abdullaeva, being Director General of Mandatory Health Insurance Fund, initiated introduction of personal accounts in prejudice of solidarity-based insurance, which threatened access of children, the elderly and unemployed citizens to health services." According to them, Accounting Chamber found costs overrating for Kyrgyzpochtasy state enterprise services on delivery of social benefits to the low income citizens. The contract was concluded by Uktomkhan Abdullaeva when she was Minister of Labour and Social Development.

However, according to public activists, parliamentarians ignored all the appeals.
