Salehi made the remarks in the Armenian capital Yerevan on Tuesday, in response to the latest International Atomic Energy Agency report on Iran.
He went on to say that the Islamic Republic is on the frontline of the campaign against nuclear weapons, IRNA reported.
"There is no conclusive evidence that Iran wants to build a nuclear bomb," he said, adding that the West is trying to put pressure on Iran without any legal proof.
IAEA Director General Yukiya Amano's latest report on Iran's nuclear activities was distributed to the 35 members of the Board of Governors of the agency on Tuesday evening, ahead of the seasonal meeting of the board, which is scheduled to be held in Vienna from November 17 to 18.
The US and its allies accuse Iran of pursuing a military nuclear program and used the false charge as a pretext to convince the UN Security Council to impose a fourth round of sanctions on Iran.
Tehran has always rejected the West's allegations, saying that as a signatory to the Nuclear Non-Proliferation Treaty (NPT), it has the right to develop and acquire nuclear technology meant for peaceful purposes.
The IAEA has conducted numerous inspections of Iran's nuclear facilities, but has never found any evidence indicating that Iran's civilian nuclear program has been diverted toward weapons production.
