The inability of the United Nations Security Council to pass a resolution to end the violence in Syria, gives the government of President Bashar al-Assad license to kill protesters, a Qatari official said Sunday, dpa reported.
"This is exactly what we were fearing... (a) signal to Assad that there (is a) license to kill," said Foreign Affairs Minister Khalid al-Attiyah, speaking at the Munich Security Conference.
