NATO's secretary general on Monday condemned the suicide bombings which killed at least 35 people on the Moscow underground, stressing that NATO and Russia are allies in the fight against terrorism, DPA reported.

Anders Fogh Rasmussen has made improving relations with Russia one of his top priorities since taking office in August.

"On behalf of NATO, I strongly condemn the terrorist attacks in Moscow today. There can be no justification for these kinds of attacks on innocent civilians," Rasmussen said in a statement released in Brussels.

"I express my condolences to the families of those who have lost their lives, and wish a speedy recovery to the injured. NATO remains committed to cooperating with Russia in the fight against international terrorism," he said.

On Saturday, Rasmussen called on NATO and Russia to develop a joint anti-ballistic-missile system as a way of increasing trust and partnership between the former Cold War foes.

NATO is widely perceived as a hostile organization in Russia, where it is portrayed as threatening the country by offering membership to former Soviet states, and as failing to crack down on the drugs trade in Afghanistan.
