The inspection of the heavy water production plant in Arak is beyond the scope of agreements with the IAEA, head of the Atomic Energy Organization of Iran Ali Akbar Salehi was quoted as saying by the Mehr news agency.

"This plant was mentioned in the new IAEA report, but we are not member of the Additional Protocol to the Treaty on the Non-Proliferation of Nuclear Weapons, and therefore not obliged to declare on it to the agency," he said.

Salehi expressed protest against the publication of information about the number of centrifuges and the amount of reserves of the enriched uranium in Iran.

"This is contrary to existing principles," he said.

But overall, he said, the Iranian side evaluated the tone of the last report positively in comparison to the previous document.
On Nov. 23, IAEA Director General Yukiya Amano submitted a new report to be reviewed by the 35 members of the Governing Council in connection with the upcoming regular session of the IAEA governing body on Dec.2-3.

The report says that Iran has not suspended its uranium enrichment activities contrary to the relevant resolutions of the IAEA Board of Governors and UN Security Council.

It is stated in the document that so far, 54 cascades, with a total of 8,426 centrifuges, have been assembled at the Natanz Fuel Enrichment Plant. The total volume of enriched uranium hexafluoride produced there since 2007 has reached 3,183 kg by the end of October this year. According to experts, these volumes are enough to make two bombs in the further enrichment.
The report also mentions the fact that Iran continues building a heavy water reactor IR-40 and the work associated with heavy water. "The Agency was not allowed to take samples of heavy water, which is stored in the uranium conversion facility, and was not granted access to the plant for heavy water production, the document says. - Without full access to heavy water, the Agency is unable to submit a full report on this issue".
