The presidents' decisions have been left unfulfilled after the Baku summit of Caspian states, Russian Foreign Minister Sergei Lavrov said at a press conference on the Russian diplomacy-2011 for Russian and foreign media, Russia 24 Channel reported.

"There were two basic decisions, the moratorium on sturgeon fishing," he said. "This was not done, but that is not down to Russia or Azerbaijan."

Mr Lavrov said that the second agreement concerned the principal consent on establishing coastal zones within the Caspian Sea's status. These will consist of the areas under the sovereignty of the coastal state and fishing zones.

"We continue the consultations," he said. "We have agreed the width of the zones, but it is important to move on other issues, including the right of peaceful passage for ships of all states to be able to safely pass through these zones."

He said that the next summit of Caspian states may take place in Moscow on a date yet to be determined.

The littoral states (Azerbaijan, Kazakhstan, Russia, Turkmenistan and Iran) signed the Framework Convention for the Protection of the Marine Environment of the Caspian Sea in November 2003.

In July 1998, Russia and Kazakhstan signed an agreement on the delimitation of the northern part of the Caspian Sea in order to exercise sovereign rights for subsoil use.

On Nov. 29, 2001 and Feb. 27, 2003, Kazakhstan and Azerbaijan signed an agreement on the delimitation of the Caspian Sea.

Kazakhstan, Azerbaijan and Russia signed an agreement on the delimitation of adjacent sections of the Caspian Sea on May 14, 2003.
