Agreement on Safe City project signed

An agreement was signed in Bishkek, between the State Committee of Information Technologies and Communications of Kyrgyzstan and the Vega Russian company on the implementation of the Safe City project, kabar.kg reports.

The chairman of the State Committee Bakyt Sharshenbiev told that according to the clauses of the agreement, the project will be implemented within the periodof 90 to 180 days.

“That is, after 90 days some projects should already be implemented, others after 180 days. It should be noted here that much depends on the documentation that our state bodies will issue,” he said.

The agreement was signed by Bakyt Sharshenbiev, Chairman of the State Committee of Information Technologies and Communications of the Kyrgyz Republic, and Sergey Kalmykov, Deputy Director General of Russian company VEGA Radio Engineering Corporation OJSC.

In accordance with the requirements of the tender documentation, the Russian company deposited to the State Committee’s deposit account a sum as a guarantee for the implementation of the agreement (10 percent of the total value of the agreement) in the amount of 245 million 713 thousand 944 Russian rubles (more than $ 3 million).

Bishkek Inter-District Court overturned the decision of the Independent Inter-Agency Commission, which in turn overturned the decision of the procuring organization, which recognized the Vega Radio Engineering Corporation as the winner of the online auction, according to the decision of the competition commission.

Earlier, on September 4, 2018, an online auction was conducted using the “price reduction” method in real time mode, in which the Russian company provided the lowest price offer for both lots. After that, the competition commission began to evaluate the proposal for compliance with the established criteria.

As a result of a collegial decision, a consortium led by Russian company VEGA Radio Engineering Corporation OJSC was recognized the winner in both lots.
