Head-of-Staff of Azerbaijani President’s Executive Administration Considers Non-Execution of Some Presidential Decrees on Allocation of Property to Municipalities Unforgivable

Ilhamgizi / The Municipal system of Azerbaijan has vindicated itself and there is no need to establish a two-stage municipal system, the Head-of-Staff of the Executive Administration of Azerbaijani President, Ramiz Mehdiyev, stated at a republican meeting of municipalities in Baku on 27 June.

He noted that changing to a two-stage system can hinder its development. "The key goal of municipalities for today is to pay attention to enlightening work with members and employees of autonomous bodies," Mehdiyev said.

Mehdiyev called it unforgivable that part of Presidential the decrees on allocation of property to municipalities is not executed. Speaking on the multiplicity of municipalities, Mehdiyev said, "We have to eliminate this undesirable practice." For this purpose the Head-of-Staff suggests holding explanation work among the public of thinly populated settlements. Mehdiyev considers observation of law to be the key solution to the problem. Notably, the population of 900 municipalities make up around 500 people. Authorities of municipal bodies, in his opinion, should be expanded within the framework of democratic principles. "Municipalities have certain experience and it is time to extend their opportunities and allow them new authorities," Mehdiyev noted.

He blamed illegal sale of land by municipal bodies. "Lands are allotted to municipalities not to be put up for auction," Mehdiyev added.
