The Azerbaijani State Agency for Compulsory Health Insurance took several measures in the administrative territories in which compulsory health insurance is at the initial stage to further improve the quality and ensure the availability of medical services that are offered to the population, the agency told Trend.

The family health centers have been created in the Azerbaijani administrative centers as part of improving the process of rendering the primary medical services.

The ambulance departments and a triage system have been created based on the admission departments of hospitals following the severity of the illness to improve the quality of emergency medical services.

The agency emphasized that reconstructive repair and construction work was carried out to organize outpatient and inpatient services in hospitals, regulate the movement of medical workers and patients, as well as to ensure optimal placement in hospital departments.

Moreover, quality control committees have been established to improve the quality of medical care in hospitals.

The agency also stressed that one of the measures was related to improving the welfare of health workers. The agency approved the regulation "On the system of remuneration of health workers" in early 2020.

The procedure includes tariff salaries, bonuses related to working conditions, incentive bonuses, and other payments set upon the Labor Code, depending on the position, length of service, and the assessment of the medical worker's activity.

The medical territorial units were approved upon the administrative-territorial units of the country in January 2020 to ensure the availability of various types of medical care to the population. In total, 13 medical units were determined.

One medical territorial department includes institutions in several cities or districts. Currently, the use of compulsory medical insurance covers five medical territorial subdivisions: Sheki - Zagatala, Barda - Yevlakh, Guba - Khachmaz, Goychay - Kurdamir, and Mountain - Shirvan.

The agency stressed that the goal of compulsory health insurance is to improve the existing mechanisms for financing health care on a new economic basis and improve the quality and availability of medical services that are rendered to the population.
