The share of purchases from a single source accounts for 17 percent, nearly 26 billion tenge ($60.5 million), in the North Kazakhstan region in 2022, Trend reports referring to the regional akimat (Mayor's Office).
At a meeting of the akimat, Head of Public Procurement Department Zhanar Musakulova noted that purchases from one source have decreased by 15 percent.
“The largest percentage of purchases from a single source in the education department is 16 billion tenge ($37.2 million), and in health care department – 2.7 billion tenge ($6.28 million). The budgets of these departments provide for the maintenance of education and health facilities. The procurement is mainly related to the spheres of natural monopolies and the state educational order,” Musakulova stated.
Akim (mayor) of the district Kumar Aksakalov once again stressed that purchases from one source should be as small as possible.
“At a meeting with representatives of large businesses, the head of state outlined the development of a competitive environment by reducing purchases from a single source. There is a positive trend in this direction in the region. But the akimat of Petropavlovsk managed to increase the share of purchases from a single source," – the regional akim was indignant.
According to the head of Petropavlovsk Bulat Zhumabekov, these were mainly purchases for the construction of residential buildings. There were no people willing to participate in the tender, besides only one contractor. They were forced to make a deal with him.
“At the beginning of the year, purchases from one source for 26 billion tenge ($60.5 million) are scheduled in the region. Heads of departments and akims of Petropavlovsk are to take measures to reduce the number of purchases from a single source in the shortest amount of time. Everything possible must be given to an open competition,” Aksakalov emphasized.
