BAKU, Azerbaijan, October 7. Azerbaijani Foreign Minister Jeyhun Bayramov took part and addressed the regular session of the CIS Council of Foreign Ministers in Moscow on October 7, 2024, as part of his working visit to the Russian Federation, Trend reports, referring to Azerbaijan’s MFA.

“In his speech, the minister outlined Azerbaijan's vision for cooperation within the Commonwealth of Independent States (CIS) across various sectors, including the economy, trade, transport communications, artificial intelligence, and humanitarian efforts, as well as youth initiatives. He also highlighted Azerbaijan's upcoming presidency at the twenty-ninth session of the Conference of the Parties to the UN Framework Convention on Climate Change (COP29).

Bayramov expressed his gratitude to the Russian Federation for successfully organizing the meeting of the Council of Ministers and extended his best wishes to the Republic of Tajikistan, which will assume the CIS presidency next year.

He noted that enhancing mutual visits and interactions among member states fosters cooperation in both bilateral and multilateral formats. The Council of Foreign Ministers format, in particular, serves as a valuable platform for discussing issues of common interest.

Bayramov expressed confidence that planned joint events focusing on humanitarian and youth cooperation would strengthen ties and foster closer relations among the peoples of the member states.

He emphasized Azerbaijan's commitment to the ‘Cultural Capital of the Commonwealth’ initiative, which aims for heads of state to designate the city of Lachin as the cultural capital of the CIS next year. This recognition would facilitate the organization of significant cultural projects and events.

The minister underscored the need to enhance the international legal framework, promote educational initiatives, and strengthen human resources to effectively regulate cooperation against radicalism within the CIS.

He also highlighted the importance of collaboration in the field of civil artificial intelligence, emphasizing the development of this area following international law, particularly respecting sovereignty, territorial integrity, state control, and ethical principles.

Bayramov addressed the necessity for joint efforts to combat security threats in this domain, referencing measures taken by Azerbaijan, including hosting the first international conference on cyber diplomacy in September.

Providing detailed insights into Azerbaijan's presidency at COP29, he noted that the country is actively engaging in extensive activities aimed at ensuring the negotiation process and preparatory efforts contribute significantly to global climate action,” the ministry’s statement said.

The regular session of the CIS Council of Foreign Ministers has started in Moscow, Trend reports.

According to information, Azerbaijani Foreign Minister Jeyhun Bayramov is taking part in the event.

At the session, the heads of foreign ministries will discuss the results of joint activities within the framework of Russia's presidency in 2024 and prospects of cooperation development in the CIS, including issues of deepening economic integration, combating traditional and new challenges and threats, and expanding cultural and humanitarian ties.

Simultaneously, it is expected to approve the Plan of multi-level consultations between the ministries for 2025, as well as to agree on the date and venue of the next meeting of the CIS Council of Foreign Ministers. Most of the documents to be approved at the meeting are planned to be submitted to the CIS Council of Heads of State and the Council of Heads of Government for consideration.

Furthermore, it is expected that the meeting will first include meetings in a narrow format and then in an expanded format.
