The Cabinet of Ministers of Uzbekistan approved the consolidated and target forecast indicators for the production and use of mineral fertilizers in 2021, Trend reports referring to Norma information and legal portal.
Also, a scheme was approved for providing agricultural organizations of the country that produce raw cotton and grain with mineral fertilizers through exchange trading, including on the basis of forward agreements.
It is reported that in order to effectively use the capacities for the production of mineral fertilizers, as well as to prevent a sharp change in prices, Uzkimyosanoat JSC was instructed to ensure the production of only 1.45 million tons of mineral fertilizers in 2021.
Uzkimyosanoat JSC together with Republican Commodity and Raw Materials Exchange of Uzbekistan JSC will carry out the timely delivery of mineral fertilizers sold from technological and (or) territorial warehouses of the manufacturer at exchange auctions, in accordance with the terms of the agreements to the recipient.
In addition, the Ministry of Finance of Uzbekistan was instructed, until September 1, 2021, to take measures to allocate, through the Agriculture Support Fund under the Ministry of Agriculture, chemical enterprises-producers of mineral fertilizers, as advance payments, financial resources in the amount of 50 percent of the cost of fertilizers, to form guaranteed reserves of mineral fertilizers necessary for the sowing seasons and growing cotton and grain (including for the autumn-winter period).
Also, according to the approved resolution, mineral fertilizers will be sold by manufacturing organizations on the domestic market through exchange trading (based on market principles) to all consumers on equal terms in unlimited lots.
It was noted that the initial price of mineral fertilizers will be set by manufacturing enterprises independently, based on the profitability that ensures the effective operation of the enterprise, as well as taking into account the return of attracted loans and interest on them.
Moreover, the remnants of mineral fertilizers that were not purchased at the exchange auctions will be exported at the end of each month.
