Russia's draft statement to the United Nations Security Council proposes sending a special envoy to the Korean peninsula to resolve the conflict peacefully, a UN source said, RIA Novosti reported.
The draft statement also calls on the sides to "show maximum restraint."
The United Nations Security Council started holding an emergency meeting on Sunday at Russia's request to address mounting tensions on the Korean peninsula.
