Reason for Complicated Situation in Ukraine is President’s Unwillingness to Accept Timoshenko as Prime Minister: Expert

Kiev, Ukraine /corr. Trend D.Bobesyuk / The coalition between the Bloc of Yulia Timoshenko (BYT) and Party of Yushenko (Our Ukraine - Popular Self-Defense) wittingly kept the dangerous element that Ukrainian President, Victor Yushenko, does not accept Yuli Timoshenko as the Prime Minister, said the Director of the Political and Conflict Study Center, Ukrainian politician, Mikhail Pogrebenski.

Pogrebenski reported to Trend that Timoshenko is not accepted as Prime Minister not only by the President, but also significant part of the President's party. "If Timoshenko would not insist on his appointment as the Prime Minister or somebody from his team would take this position, such problems would not be in existence," he said.

According to Pogrebenski, the second reason for tension of the situation in the Country is that presidential elections will take place in Ukraine in one and a half years. "The President can not determine himself what is worse for him: Timoshenko as Prime Minister or Timoshenko as opposition. Both of these positions are a good bridgehead for Timoshenko to gain the victory in the upcoming Presidential elections. Timoshenko does not give any guarantees that she will not nominate in the upcoming Presidential elections," the expert said.

As regards to the establishment of another coalition, the expert said that it is impossible to establish another large collation like BYT and Party of Yushenko because this collation forms majority in the Parliament - 228 out of 450 - which enables them to establish such a collation.

In addition, the expert excluded the possibility of establishing a coalition between Yanukovich's Party of Regions and Party of Yushenka because the majority in Yushenko's Party does not accept it. "Factually the President already does not govern his party, but the party can not do without the President and his coverage," Pogrebenski said.

According to him, the probability of Timoshenko's being the Prime Minister is 70%. "If it does not take place, the Parliament will remain without majority. According to the Constitution, the President may dissolve such Parliament. However, I think that this variant is improbable," he said.

"I think that the situation will be kept when Yanukovich fulfils the authorities of the Prime Minister. His position is unsustainable and therefore, he will agree with everything and the President is the Head in our country. It means that the President will not take responsibility for combination with the Party of Region," Pogrebenski said.

According to him, currently the key issue is that how Timoshenko will behave himself. "Most probably, she will take a considerable position in the opposition," he added.
