Azerbaijan's Prosecutor General's Office convened Jan. 8 to discuss the "Supplements and Changes to the Constitution" draft referendum act, its interpretation and the tasks of the organization and its agencies in educating the population before the vote.

Prosecutor General Zakir Garalov said his organization must interpret the act to the population in light of its political significance. The referendum aims to improve constitutional norms, protect human rights and freedoms and develop high-ranking state agencies and local self-governing bodies.

The Prosecutor General's Office has already approved an action plan to educate the population about the act, which will be implemented in the second half of 2008. An action plan for the same period in 2009 was also discussed at the meeting.

The Prosecutor General's Office instructed departments of the Military Prosecutor's Office and Prosecutor's Office of the Nakhchivan Autonomous Republic to execute tasks within a state program to improve the activities of its agencies.

Azerbaijan will hold the referendum March 18.
