The Eighty-First Plenary Session of the Venice Commission will mull draft laws on the status of municipalities and on obtaining information on Azerbaijani court activities Dec. 11-12, the Council of Europe reported.

Azerbaijani municipal elections are scheduled for Dec. 23. About 15,682 members are expected to be elected for 1,718 municipalities.

Azerbaijan has registered about 32,000 candidates for municipal members. Candidates from 18 political parties have been registered for elections. Candidates refer to 30 political parties.

Municipal elections were held twice in 1999 and 2004.

The plenary session is expected to adopt the opinions on the following issues: Armenia - revised draft law amending the civil code concerning the rules on compensation of victims of defamation by the press; and Georgia - revised draft amendments to the law on occupied territories.

The European Commission for Democracy through Law, better known as the Venice Commission, is the Council of Europe's advisory body on constitutional matters. Established in 1990, the commission has played a leading role in the adoption of constitutions that conform to the standards of Europe's constitutional heritage.
