Kazakh parliament approves amendments on activities in Caspian Sea

The Mazhilis (Lower House) of Kazakhstan’s Parliament approved the bill on amendments to some legislative acts on issues, related to the implementation of activities in the Caspian Sea, Trend reports referring to Kazakh media.

The amendments also envision assignment of new functions to the country’s National Security Committee. The main goal of the bill is to implement the provisions of the Convention on the Legal Status of the Caspian Sea in a number of legislative acts of Kazakhstan.

"So, the bill envisions introduction of the concepts of ‘fishing zone’, ‘fishing zone regime’, and also establishes the competence of state bodies to control the observance of the country’s exclusive rights to harvest aquatic biological resources in the fishing zone and the procedure for their interaction.

Given the provisions of the convention, amendments were proposed to be made to the current concepts of ‘baselines for reporting the width of territorial waters’, ‘territorial waters’, ‘border space of the Republic of Kazakhstan’.

The bill establishes the competence of the National Security Committee to adopt legal acts on organizing the construction of ships, approving the description and application of identification marks and external painting of ships of the Frontier Service of Kazakhstan," the conclusion of the parliament’s profile committee said.

The committees of the Parliament’s Mazhilis presented positive conclusions on this bill. Given the above, the Committee on International Affairs, Defense and Security submitted a proposal to approve the draft law ‘On Amendments and Additions to Certain Legislative Acts on Issues Related to Activities in the Caspian Sea’ in the first reading.

The bill was adopted in the first reading.
