РњAZAHIR PANAHOV: CEC TO PUNISH CANDIDATES FIRST FOR LAW VIOLATIONS

Sitting of the Central Election Committee of Azerbaijan (CEC) took place on 24 September 2005. Changes to the composition of some constituency committees were made, facts of infringement of the election campaigning rules by the media and the appeals were considered, Trend reports.

The CEC secretaries Natig Mammadov and Vidadi Mahmudov submitted information on changes in the composition of the constituency committees of Terter N95 and Nasimi N21 constituencies.

A CEC member Azer Tagiyev told about the violations of the requirements of the Election Code from the part of the media. According to him, debates held on one of the TV channels are infringements of the Election legislation. He stressed, due to this reason, CEC is to take serious measures on observing the provisions of the Election Code from the part of the media. The fact was noted, that during the free campaigning on the air the chargeable campaigning of one of the candidates was broadcast.

The CEC chairman Panahov noted, only the state TV channel AzTV and the Public TV grant free time for candidates of two parties and two blocks.

He instructed for the private TV channels to be warned and to prepare warnings for all the media on violations of the Election Code. He added, along with the TV channels the responsibility, in the first line, will be on the candidates themselves. В"We will punish first these candidates. CEC has powers to cancel these candidacies for such violations”, Panahov said.

The CEC chairman deputy Svetlana Gasimova noted, that the media in their reports does not pay due attention to the essence of the commissions’ meetings and do not reflect their work sufficiently enough.

The complaints were also considered. They mostly concerned the interference in the course of the campaigning of the heads of the executive authorities.
