Trend A.Ismaylova / The President of the Congress of Local and Regional Authorities of the Council of Europe, Halvdan Skard, briefed the Azerbaijani journalists on 29 May in Strasburg that the discussions on the recommendations for Azerbaijan will take place at the autumn session of the Congress.
The Congress recommended Azerbaijan elect a Mayor of Baku City. Joined by Azerbaijan in 2002, the European Charter on Local Self-Government envisages the election of a Mayor. Presently Baku is governed by the Executive Power.
Recommended by the Congress, three Municipality Associations (city, road and village) were created in Azerbaijan in 2006. The goal of the Associations is to resolve problems that occur between municipalities and the Government.
The Azerbaijani delegation of the Congress of Local and Regional Authorities of the Council of Europe comprises 12 members.
