A system of benefits for the protection of motherhood and childhood must be developed and applied in order to "encourage women to give birth to three, four, five or more children," Turkmenistan's President Gurbanguly Berdymuhamedov said when delivering a keynote speech at the newly convoked Parliament.
"Our task is to protect and strengthen the basics of the Turkmen families, to improve their living standard," said Berdymuhamedov. The Parliament has been ordered to take an active part in the reforms to support the family. First of all, it is important to provide jobs to the families with children. Administrations and labor exchanges are required to take immediate actions to employ the families with children and to keep the matter under constant control. "The state must assume all costs for medical care of children under the age of fifteen years. A mother raising a child under the age of three should not be in need of anything, she should not have any material problem until the child has been sent to a nursery school and she has returned to work. The benefits for children and their dates of issue should be significantly increased," he said. The President believes an additional set of incentives should be developed to buy a house or apartment in connection with the birth of the third, fourth and subsequent children. "It is necessary to gradually move to the mass privatization of housing by the citizens. This will facilitate the distribution of housing in the market," said Berdymuhamedov. The State must take the family under its patronage and ensure the "all conditions for the birth and upbringing of physically and morally healthy children". To address this important task the Parliament will prepare the relevant legislation covering many economic and financial issues as soon as possible, said the President. Moreover, the Parliament together with the Government will develop the laws that will protect the society from such negative as drug addiction.
